[bfprog] Disabling C4 near flag for CTF

Yep, it is impossible to keep c4 from detonating in the radius.
That's why if they get any kills with it they get a penalty for each kill.
The first release won't have this, but I plan on adding a timer to wait
for them to die, keep trying tokill until they are dead, and then when
they are dead bump their spawn time a little bit to add to the penalty.
I have everything working, I just need to test the doing
damage/punishment of a player who gets kills from c4 (or claymore) in
the no kill zone.
