I guess a server mod would be the easiest way to change this, because
I don't think we ever got around to exposing projectiles correctly in
the API. On the other hand, we didn't have much time to begin with :-)
Maybe tweaking the kits (via template hacking) for this special mode
would work out ok? It would probably be safe to change them on the
server only, but I can't vouch for that.
Essentially if you replace all the C4 kit items with something else
(say grenades), things should work without client changes, because the
server decides what goes into each player's inventory. Maybe some late
change to the entity caching code might be sensitive to this, but I'd
definately give it a try.

Well that would definitely work ! But we like C4.... Just not within say 8 meters of the CTF flag pole!
Everywhere else is great! So that is what I'm trying to accomplish, because on No-C4_at_flag CTF servers (pretty much the only ones worth playing on) it is a huge pain in the butt to communicate no C4 to players and have them go along. Hopefully, having them drop dead with c4 in their hands when they get too close to the flag will impart the message.
