[bfprog] Announcing ModManager for BattleField 2

I know it's trivial - but an 'announcement' module might be nice too -
Just an interval setting, and a message. That way we can spam the
server name/ip to our users - As there's no way to tell where they are
or who's contributing it for their friends to join them - Something
more prominent than game.sayall would be nice - but beggars cant be
choosers.
