While that's true of open access leagues, you might want to check out 
http://beml.org/. Admittance requires a trial by 3 member teams to make 
sure the candidate has the right attitude. The Tribes Vengeance divisions 
of many leagues are shutting down and we just rejected a team full of 
'botters who thought we wouldn't notice. We still get individual cheaters, 
but our teams' reputations are on the line and the whole team can be booted 
if they don't keep themselves clean.
