The big problem I've always found with technical solutions for things
like this is that they underestimate how often people are just jerks -
you've got to cater for people who a) deliberately run over mines and
punish to get someone else kicked and b) deliberately plant mines to TK.
Tweaking the system one way might just encourage the other sort of
behaviour, which may be actually worse. The best system I could think
of, unfortunately, was just the useless old honor system :) Leave it to
the players to make the call and hope you can find the truly obnoxious
ones and ban them before they cause too much trouble.
