[bfprog] Creating qstat variables

Is there some way in Python to add more variables visible to qstat and 
friends?

Currently BF2CC/ModManager's "Smart Balance" feature disables autobalance, 
and the result is that server finders like All-Seeing Eye will falsely 
report that the server lacks an autobalance mechanism. If one could add a 
qstat indicator that Smart Balance was in effect, then ASE could acquire a 
filter to recognize it.
